Brazil Energy Efficiency Certification PBE/ PROCEL

The Brazilian Labeling Program (Programa Brasileiro de Etiquetagem, PBE) originated from an agreement signed between the Brazilian Ministry of Industry Trade the Brazilian Association of Electronics Electric Power (ABINEE) in 1984 under the intervention of the Ministry of Minerals Energy. According to the National Energy Conservation Reasonable Use of Energy Law promulgated in October 2001 Law No. 4059 promulgated in December of the same year, the plan became a matory energy efficiency labeling plan. The purpose of the plan is to provide consumers with product energy efficiency ination, so that they can evaluate optimize the energy consumption of household equipment, choose energy-efficient products, make better use of equipment, thereby saving energy costs.

National Electricity Energy Saving Plan (PROCEL)
 
The PROCEL logo is part of the PBE logo. Brazil passed Resolution 1877 in 1985, launching the National Electricity Energy Saving Plan (PROCEL), then the Presidential Decree passed on December 8, 1993, officially launched the PROCEL plan. The PROCEL plan was proposed by the Ministry of Minerals Energy (MME), INMETRO is responsible for coordination, is now under the management of the Brazilian Electric Company (ELETROBRáS).
 
The PROCEL logo plan is a branch project of the PBE plan. The PROCEL logo is an energy-saving certification mark. Obtaining this mark for electrical products means that electrical equipment achieves the best energy efficiency level consumes less energy. As part of the PBE, this mark is issued annually to electrical products that have obtained a higher energy efficiency rating meet legal requirements.
 
The PROCEL program is voluntary. Participating organizations manufacturers will conduct energy efficiency tests on products. Therefore, the PROCEL program has contributed to the implementation of the energy efficiency labeling program by establishing the basis of measurement methodology. The validity period of the PROCEL plan is December 31 of the year in which the certificate is issued. After the certificate expires, there is no need to re-test the product, as long as it is renewed. But for some devices, the validity period is 365 days from the date of authorized use. In accordance with the requirements of the National Energy Conservation Reasonable Use of Energy Law, the voluntary certification program for the PROCEL mark has begun to be transed into a compulsory certification.

The products controlled by the PROCEL logo include: solar bath appliances, window/split air conditioners, refrigerators, fluorescent lamps, sodium lamps, sodium lamp inductive ballasts, full/semi-auto washing machines, high-perance/stard three-phase induction motors, single doors /Double door/frost-free refrigerators, low-pressure/high-pressure solar heat storage tanks, TV sets ceiling fans, etc.
 
Application process

3. Brazilian importers directly apply to INMETRO for energy efficiency registration based on the test report
