On December 18, 2006, the European Parliament the European Council ally passed the chemical registration, evaluation, authorization restriction regulations (ie REACH regulations) to implement preventive management of all chemicals entering the markets of the 28 EU member states. The regulation came into effect on June 1, 2007, will be implemented on June 1 of the following year. The competent authority is the European Chemicals Agency (ECHA).

“Registration, Evaluation, Authorization Restriction of Chemicals; Chemical Registration, Evaluation, Approval Restriction”. This is the EU's regulation on preventive management of all chemicals entering its market, which was ally implemented on June 1, 2007.

   The EU "Regulations on Registration, Evaluation, Authorization Restriction of Chemicals" (REACH Regulations) has been fully implemented on June 1, 2007. REACH is a set of unified chemical management regulations, involving about 30,000 chemical substances, its main contents are as follows:

  ◎ All “existing” or “new” chemical substances with an annual production or import volume of 1 ton or more must be registered

  ◎ Strengthen the circulation of ination in the supply chain through Safety Data Sheets (SDS)

  ◎ Assess some registered substances

  ◎ The use placing on the market of Substances of Very High Concern (SVHC) must be approved

  ◎ Restrictions on unacceptable substances

  ◎ Established Chemicals Administration (ECHA) to manage the entire system

 

REACH test

 

  REACH almost covers all products exported to the EU (except food, medicines pesticides). In response to the requirements of REACH regulations, all links in the supply chain have to bear corresponding obligations:

  ◎ Chemical supplier: transmit chemical ination, provide SDS

  ◎ Raw material suppliers: collect chemical ination, transmit chemical ination, check for the presence of SVHC

  ◎ Non-EU article manufacturers: collect chemical ination, transmit chemical ination, per pre-registration as required, notify the existence of SVHC

  ◎ Brs: Pre-register as required, collect/notify the existence of SVHC, collect SDS for preparation, report calculations, prove loyalty

  ◎ Retailer: Pre-register as required, collect/notify the existence of SVHC, collect SDS for preparation, report calculations, prove loyalty

 

  According to Chapter 57 of the EU REACH Regulation, the SVHC for high-density substances is:

  ◎  carcinogenic, mutagenic toxic to reproduction

  ◎ Persistence, bioaccumulation toxicity

  ◎ High durability, high bioaccumulation

  ◎ Substances with the same impact (such as endocrine disruptors)
